I would recommend all members of the [X] clan only attacking well known veterans exclusively (or at least ask new players if they want PVP). Also keep in mind there are also those players with bad ping times (watch their ping times with ~ or ^ on german keyboard). When it's showed in red and/or above 400ms, they'll have a clear technical disadvantage against someone below e.g. 50ms and probably won't have much fun with PVP.

And respected a maximum new players. But if a new x member new player can only attack veteran not sure that will be equal wasn't?
Players who wear a clan tag i consider they make their choice and are not new. Player don't wear a,clan tag with a low rank i will probably help him or otherwhise i will notice and ask if he desire have a fight.
About ping the game give a very good job of synchronization. That mean someone who as a ping of 35 and anotherone 350 will be the same. All the shoot will be count in the two part!
So don't be scare
I want add because apparently not that much bad clan turn around, i believe a nasty clan with a fun attitud could bring activity on the game.

I'm not afraid for myself, though I'm still somewhat new as well but won't mind being hardly better than a practice target. Basically I support the idea of a"bad" clan in the Evoverse and at someday I even might want to join myself.
Right now I'm under the influence of the book "Zorro" from Isabel Allende (awesome book btw.) where in the last quarter our heroes were entered be a pirate ship led by the famous pirate "Pierre Lafitte". While not exactly a man of honor, there where some strict rules at these times even the worst sort of pirates usually respected. One of these rules was the color of their flag, the Jolly Roger. A black banner with skull means the pirates would be true to their word and let the crew go for a payment (usually a quarter of their yearly income). A red flag would mean blood, no survivors.
This leads to the suggestion, as long as we don't have hard-coded server-side PVP rules and as long as server population is still pretty low, why not handle unwanted situations by certain tags in front of the fleet tag (maybe in curved brackets {} instead of [])? Like e.g. a simple {pvp} or {pve} like a signal to other pilots that we are ready or not for pvp. Unflagged players would need to be left alone or at least talked to before attacking them. Excluding Cindy of course, this "welcome shot" seems bound by tradition...

Similar concepts... If you can think of a way to simplify and make it common knowledge to all multiplayers, then by all means feel free.

Don't expect me to read the whole thread since PVP isn't really my business, but I did read the OP of the first link and I admit these ideas are all great and make sense. But I'm under the impression you already suspect them a little overly complicated, otherwise you hardly would have asked for some simplifications. These rules try to cover each and every case, like in a professional sport. While there you have a referee and it's all about a lot of money, we're just playing a game here with a small community and with fun in our mind. Think of the offside rule in football. While it makes absolute sense in a professional context, I doubt some kids playing football on the street would care much about this rule. So I would recommend a minimal version of your set of rules on the introduction page of each server. ]x[ flag in front of your name means everyone is free to attack you, while you are allowed to attack other pilots with the ]x[ flag or defend yourself when attacked by others.

[X] clan are and has always been "bad" clan without no rules but with a respect the other players.
No worries not that much [x] member or [v] or [ba] turn arround at the moment. And until i don't get a good connection it will be difficult get on.

I believe evoverse is free. Like when you meet a faction where you have a bad reputation with, ai don't speak they will open fire on you. I don't say i will do the same things but i always did to nicely my duty so just i was warmed everyone i will creat corectly a mess this time.
I announced that also for encouraging players and veteran attack me without any warning. I need training im quite rusty.
Cindy prepare a couple of million.....
We still need do this fight We didn't finish.
I Will try go on tonight on olympus prime server if my conection alow me.

Yes, picommander, the rules for each thread are quite complicated. The truth is I wrote them so players using them wouldn't find loopholes in the loopholes, act badly, then refer to me as inspiration for acting badly. You may have noticed these threads both went inactive. The tournament thread I'd like to see get further developed, but ]x[ is really an extinct concept.
While I believe I have a certain level of respect with the big 3 - CAV, OP-FR, and Gal1 - server operators, there's not any of these rules enforced by any for a reason. - Mainly because not flying around and bouncing other players is a matter of etiquette and nothing more. Us veteran players don't free-kill new pilots not because we are under rules, but because we understand the learning curve is steep for many new players, and it is a small community we would rather see grow than not grow.
Server operators aren't here to be 'fun police'. They are there because they want to share their property with us so we have a place to play together. So, while it would be nice to have a hard-coded system to indicate that players don't want to experience random pvp as they multi-play, the truth is this - there's a single player feature as well. If you're going to get into a MP experience where there are spaceships, guns, and other people, then get upset if/when you get shot at, then MP is not for you.

That's my one and only intention, too. Personally I'm still quite happy with SP, though I could imagine the time will come where AI pilots make me yawn. Not in the near future though. And I also like exploring, even sight-seeing tours on foreign planets. I just see new people come and go and only a handful stay or were always here as it seems. As you said: Learning curve is already steep and adding complicated rules on top of that can't be all too helpful for new players. Meanwhile I think I've got a surface impression of the community and things like 'ganking' from any of the veterans would be the very least of my concerns. And since the learning curve is that steep, new players usually wouldn't be much of a threat either, so maybe the whole discussion is moot anyway. Nothing that would keep me at least from playing on MP servers, but as I said it isn't about me.

As yesterday morning i was able to stay a while this morning without being disconnected 
I meet 3 news players and tried help them a maximum i could.
I took the advantage being on to built 12 [x] station at olympus prime

Another time, Cid tried to get the jump on me with some surprise missiles and it didn't end well for him. But I did like how ballsy that was.

I;m really impressed by the progress of [X] Ace high. He has proved if he continue fight like that it's just a question of time before he will be blow me up like a sitting duck ahaha.

I haven't been able discovered the persone or group of people who will be responsable of this attack against X clan. Unfortunately it seems no one left is/their Business card
