multiplayer and forum issue

Hi, New player here. Just bought the game off steam during the summer sale.

I seem to have a problem with multiplayer as it kept saying that I am not connected to the internet when I am. I have also tried the port and dmz release without any success

Also I have had problems connecting to this forum as well and I am wondering if the game is region locked?

I emailed earlier and requested for a release in my IP and when it was released, I had some success into looking at the forums but seeing that my IP is dynamic whenever I establish a connnection with my ISP, the next time I switch my computer back on, the forums are blocked once again.

Is there a solution to this? I believe this is what is affecting my multiplayer as well. Currently I am using a proxy to surf the forums as it is the only way to view it and get some help
