I have never really tried myself, but considering both areas are swarming with nasty little Vonari, I think they will always be hostile.

I've been in Vonari space and there weren't any factions in the console. This means no contracts at all.
And I thought and read in the manual you couldn't modify a system's reputation as it's static. Though some factions' behavior can change from hostile to allied or neutral if you accomplished contracts for them.

In legends you could "pacify a system" but i hav'nt tried it in merc.
If you kill enough hostiles they will stop attacking you but it takes a long time and ALOT of kills
you can change your rep without contracts this way also. for example:
kiling rebels and guild will raise your rep with navy and energy
to raise rep with vonari, you need to kill all other factions
problem is there are not enough of the other factions to kill in vonari space
(if there's any in merc) and waiting for more of them to respawn takes forever
I did this in sierra warzone and got the vonari there to turn green

You'd assume that the changes in reputation based on your allegiance to a certain faction would be faction wide and not related to the area of space you find yourself in.
For instance, it's reasonable to assume that if you have destroyed x number of navy ships in one sector and therefore harbored a friendly relationship with the Vanori in said sector; logic would dictate that the Vanori in other sectors would hear about your exploits and also become less hostile toward you, perhaps not green but at least neutral.
I wonder if this is a worthwhile suggestion for future updates.
