How many contracts do you need to do for each rank (military and civilian)?

Civilian, im not sure. But earning money is the fastest way to advance civilian rank.

As for military contracts, google the evochron legends srategy guide to view rank requirements. It takes 150 missions to unlock the cooler military aircraft.

Civilian rank is determined by a mix of your money, kills, and contracts completed. I have found that money has the greatest impact, if not just the easiest to raise.
