Form Clan in game?

Maybe I don't understand, but how do you form a clan in game? I see the clan link under target but it doesn't seem to do anything.

You mark your callsign with the appropriate clan tag. You can then also temporarily link with other clans in-game to change their threat level from red to green. For more details, check out the Multiplayer section in the instructions included with the game.
