status panel questions

There is writing to the right of the 0S/OE display. I think it says WR? What does this mean? Directly below this, next to the blue line, it says WE, and below that, next to the green line, it says AR (I think). What do these mean. I know what the 0S/0E means, but am a little unsure of the rest, or what the green and blue lines indicate. WE = weapons AR = armor?

Pretty close. From top to bottom:

PWR = Power
WE = Weapon
AR = Armor

so the weapon and armor lines decrease/increase as you apply more energy to one or the other, or do they indicate damage?

The weapon bar indicates power level, the armor bar indicates damage. You can't apply energy to hull armor, but with more power to weapons, the bar recharges faster.
