I'm guessing this is for Evochron Legacy? Moving to the Evochron forum.
There isn't an available setting to change such conditions... instead such variability is part of the gameplay equation. First, conditions vary based on the location you choose to fly to. For example, easier enemy Vonari numbers are present in war zones such as Arvoch WZ and Sierra WZ while higher difficulty conditions are available in other WZ's. So one way 'difficulty' is selectable is by location. From there, difficulty can be further adjusted by the contracts you select (which are designed to be more difficult by default in higher challenge war zones) and the ship configuration(s) you choose to fly those missions.
This is also the case with human AI ships. And there you can use the tech levels as a general gauge for the level of ship capabilities and AI difficulty you will likely encounter in those systems (Pearl being 'easier' than Sapphire for example). As far as numbers, that comes down to stations and cities where people are. The more places to live and conduct business, the more ships of any faction will generally be present. So you can build in isolated systems to bring in more ships, including bringing in higher numbers of enemy ships by building in enemy territory (that will help bring them in higher numbers to defend/counter attack). So difficulty can be additionally adjustable in human space by how and where you build.

The easiest way to increase the number of enemy AI is to fly into a place like Pearl flying the colors of the opposing faction.(Pearl being 'easier' than Sapphire for example)
