Would it be permissible to host a server on a virtual machine that's paid for by the ADMIN? This would mean that the server program would have to be installed on a machine that's not under the direct physical control of the owner, but there are some very reasonable priced VPS hosting packages out there and of course they provide a static IP and InterNAP quality bandwidth.

Is this permissible?

Yes and should worked from a technical standpoint when using the 2D version of the server program (I doubt the GPU enabled version would work with very many/any such setups).

I would tend to agree, at least on the one I'm looking at as it doesn't have any GPU in the stated specs. Would the server software run on Windows Server 2008? The Package I'm looking at only has 2GB of ram, but the server software specs say only 512MB is needed. I'd probably want to run a 32 slot Team Speak server on it as well. Seeing as it's a dual core that shouldn't be a problem.

I was running a Freelancer Game server on such a setup with a TS server on it and my users reported that the connection seemed faster and much more stable after the switch from my residence. Which I'm not surprised. Residential bandwidth is going to be slower than InterNap bandwidth.

Yes, it should work on WS 2008, just be sure to have the runtime mentioned in the instructions installed. From there, depending on the number of players you want to host, a little tuning of the FPS setting may be helpful to keep things at pace under load. If 120 allows things to drop a little low, 180 should help.
