After a short while poking around in Single Player, I convinced a friend to get Legacy with the intention of being able to play in a co-op type fashion together.
After starting a new dedicated server we noticed that the stations and cities we saw in single player were not present in multiplayer. In fact I can't find a station or city anywhere nearby.
Is this by design? If not, what am I doing wrong. If so, what is the expected gameplay of a multiplayer server supposed to be like?

No it's not by design,
There is a thread about this problem here.
Might be the place to watch for answers.
I have run the Dedicated 2d server program with no problems but others have
that "no stations issue"..

Newbie question regarding single/multiplayer
It should be exactly like the single player game. Are you running both the server and client on the same PC? Are you using the regular version or the 2D version, which has some different requirements?
Are there any messages in the server logs?
Try connecting to a server, bring your friend and play there. Your progress will carry over, everything except deployables and you won't alter your reputation.
