One of the better times to check is weeknights and may be anytime from 5pm - 2pm cst US (Gmt-6)
But you may find some distant overseas neighbors on during the morning to evening hours Gmt-6
More likely may you find someone(s) on during the weekend and might be daytime or could be nighttime or may be after midnight of Friday or Saturday - possibly but less likely I think Sundays (US time - I can't remember if US is a day ahead or a day behind).
There is really no consistant time and attendance is erratic and sporatic. Chiron server is fairly popular for a US server and has the best latency. I don't know if Universe 101 will be back up but is another US server.
Retroverse is an Australian server and I don't know when folks tend to be on there - probably middle of the night to mid-morning hours US time but unfortunately latency for US users if pretty high just as US server have high latency for those whwo live overseas.
Orion and Galactica are also UK and European servers and latency depends somewhat on your US connection and may be good to high and you would expect people to be on in their overseas primetime hours. The weekend morning and afternoon hours are the most likely time to see those people on and a lot of the oldtimers are overseas in the UK, EU, AU, and South Africa.
You just have to check the MP Status of the servers in the MP panel to see if and who is online.
Sometimes I try to be on in the daytime but more often at night and sometimes after midnight (although I usually regret it later - as old as I'm getting).
The thing about checking status once or twice is you never know when 1 or 3 folks might decide to turn up.
Example: Sinbad was on one evening while I was and staed a while and were chatting about ahen people were on.
Well, a while later after he had gone several other people turned up - so you never really know.
I wish there was a way on the Forum to be able to see which servers are up and click and get the status of whwo if anyone is online - with out have to start EM.
Is there a way Vice???
It would really be nice.

I usually hang around a bit every day, starting at 5-6 pm gmt +2, sometimes in the evening, and lately on vacation so also during the day.

Whereas if someone was on when I checked I'd be very tempted to join them, then with two of us on, someone else might be even more tempted . . . but the first player didn't join either because no-one was on when they checked so the server stays empty!
There's also an issue with players joining, parking up and disappearing into RL. I check the server, see them, join, start to chat and get zilch response - of course it could be that they see who it is and just run away

That may be a valid obversavation but it's immaterial because the same thing is gong to occur (if it is) using th status check in the Multiplayer console. On the other hand I submit that it was easier to check (in the forum) then people might be much more likely to catch other on MP and fire up the game and join. I would.
