I was flying between systems near Cygnus. Superimposed on the standard speed streaks was something that looked like sleet when you're driving at speed. Then it faded out but a little while later it reappeared! It's as though there's something there in open space in patches that you can fly through. But its not a local nebula.
When I slowed to a stop the speed streaks behaved as they usually do but the 'space sleet' just slowed and stopped - the piccy below was taken when I was stationary

I've seen that a few times before. I always figured it was one of the 'quirks' (aka. minor bug not worth fixing) of the Evoverse.

Nope - planetary rings only have streaks when you're moving, though the blurriness looks similar!
