Pretty much as the title says. I'm not sure if there's a manner you can already do this is game, though I honestly doubt it. Been poking around and I'm sure that dynamic would've presented itself by now easily enough. That said, if it isn't in, I really think it should be Vice. Maybe when you open a trade window at a disabled ship it'll present you with the option to attempt to capture it, take its credits, take its fuel, ect. The fuel one would be particularly nice.
Also I have a question for the general forums, somewhat unrelated. If I attack a ship, and there's no one else around, what'll happen? Automatic faction loss, or can I avoid a faction hit if I destroy a ship away from any Navy Ships, stations or low orbit?

To answer second question, no witnesses are needed to change faction ratings.
