Questions about reputation within systems

I've read up on the guide for the general information on reputation and understand how overall system reputation works with the 5 different factions within the system.

One thing I am wondering though, to improve overall system rep would it always be the Navy who controls the system and therefore be the faction you want to work with in getting from Moderate to Fair (for example)? Would it be quicker in just focusing on which faction you have the higher % with? Do systems have a specific faction who controls the area and therefore the one who dictates your overall standing?

I am starting to look outwards from Sapphire and was lucky enough to find the secret wormhole nearby to Al's so hoping to make it maybe a new home for me.

To improve system reputation in any system, work for Navy, Energy and Miners. Destroy all Guild and Rebels!
Guild and Rebels % will go down till you reach next rep level!

Like everything, the "Navy" label is relative to the system - while a rebellious faction might control the system, they are referred to as "Navy" because they are the main military force in the system.

What I've found from experience:

Each system has its own faction rating. You may be friendly to the Navy in one system, and Hostile in the next. Nothing personal, they don't know you 'sall.

While hostile in a system you'll have to pay docking fees and be quick about refueling and picking a mission. Do not engage the Navy if you hope to befriend them.

To go from hostile to neutral in a system take Navy missions till 100%, then energy and miners. When all three are 100% you system faction will advance a level and reset the faction sliders. When you are no longer hostile on your navigation map, you don't have to pay docking fees anymore.

There are three faction which are safe to shoot:

Vonari
Rebels
Guild

The Vonari are the titular alien adversaries and all humanity rejoices when they go up. The Rebels opose the alliance for political reasons, but the Navy hunts them as they detract from the fight against the Vonari. The Guild are freelancers, read pirates, and the alliance considers tem a pest upon civilian traffic and commerce.

Miners and Energy support the Alliances' economy, so the navy frowns upon them being destroyed.

Finally, when you're still hostile in a system but have a high reputation with the Navy, you may still find a KOS Navy ship out there. Stear clear unless a mission is at stake. Carefull where you shoot because a stray shot into a neraby Navy ship will get you a radio call and severall additional enemies ;)
