I got a message in the chat that stated the following:

General System Message: New Item Available

What is this?

That means that a new item is available that can be purchased from stations in the system you are in!

Yup, happens when the inventory changes in the system you're in. When enough trading, shipping, and constructing takes place, new inventory items become available on the market as a result.

Hopefully it means more Exodus missiles...

It does not necessarily mean that more advanced items are available. Only those items which fit the system's economy will be available. They could be different items than were previously available, however.
