I have a suggestion for altering the way the system reputations work. Recently I needed to land on a planet in a hostile system. The problem was that I kept getting harassed by the navy while trying to land. So I went around killing rebel and guild ships, to build my reputation with the navy and energy companies. I got both of them up to about 80%, whereas the guild and rebels were around zero. Then things were much easier... all the navy and energy ships were green, and if rebels or guild ships showed up, the navy ships would help fight them off. I was able to land without any hassles. The OVERALL system reputation was still hostile, though.
Then later I killed a few more rebel and guild ships, and the system upgraded to Moderate. Suddenly the Navy and Energy companies, who I had reputations close to 100% with, dropped to around 45%, and I started seeing red navy ships again, which made it hard to land on the planet again.
I don't think this really makes sense... why not have the reputations with factions grow more realistically? If a moderate system has the navy and energy companies at around 50%, and a hostile system starts them at around 10%, then shouldn't my reputation with them grow slowly from 10% up to about 50% and then that's when the system notches up to Moderate?
The way it works now seems to encourage some illogical play... if I just need to do a few things in the system, then I should NOT upgrade it Moderate, but rather get it almost there and then leave it, because that is a better situation for me than upgrading (except for docking fees of course). But then if I have to travel to another system it will reset, so I should upgrade it to Moderate right before I leave.
Another possibility is to have the system upgrade to Moderate but have the actual faction reputations stay the same, UNTIL I LEAVE THE SYSTEM, then they reset to default Moderate levels. That way the navy doesn't just suddenly forget that they love me and start trying to kill me because I shot down one too many rebels.
Anyway, what do you guys think?

Well, the suggestion makes sense, in a way. I feel that while the tiered system does work, it might be more confusing than it is useful.

Yeah, the suggestion does make sense. The tiered system, while I understand it, seems somewhat counter-intuitive.
Maybe a better alternative is to have the reputation scales for the 5 factions absolute, and your system reputation is derived from where each faction's rep is on its absolute scale. Would that be more intuitive, or does it introduce other problems?
