Fuel Converter?

Do you have to activate tractor beam for this to function on just equip on ship and fly?

Yes, you do need to use the tractor beam in conjunction with the converter. Plus you also have to collect the required particles from either a nebula cloud or near a star.

Fuel converter doesn't work in some nebulas. For example, Sapphire. What are the differences?

It should work in any of them, but you do need to be inside the cloud.

FYI, you can sell it too, it pays to buy it at the upper right of the map and sell it at the lower left of the map, for like double what it cost.

With the right material you can have it built for free! I mean the Fuel Converter and then sell it at the lower left corner of the map!;)
