While the F-22 flight stick may be similar to an F-16's (made by same company), there are notable differences with the number and position of the stick's hats. When you get right down to it every jet fighter flight stick has been similar since at least the F-4, because the shape of a pilot's hand has not changed.
If you do not have a budget, look for a Suncom F-15 Talon/SFS HOTAS system. These are old controllers, probably only available through eBay or maybe Amazon.

The Air Force Phantom F-4 came in three primary models: C, D, E. There was also the RF (recce) and Wild Weasel. The Navy version had other models. Greece, Germany and Isreal had models. Each version had a slightly different setup. And planes that were modifed, after production, sometimes differed even though they were of the same model.
My guess is the newer aircraft go through a similar process. So it would seem kind of silly to argue about minor dissimilarities.
Btw, the equipment in a simulator should be as close as possible to the aircraft being flown. There's an old pilot saying: you fight like you train. Since all emergency procedures are practiced in the simulator, it could make for a really bad day if a pilot had a flameout on approach to land and then initiated EMR procedures he'd learned in the simulator ... only to find that the corresponding switches were located elsewhere in the actual cockpit.

You are correct. Here is the response from my friend who is the F-16 pilot on the picture of the stick above:
Take it or leave it as you will, but I like the F-16 design. Feels good. All hats are within your finger tips, though it looks like the F-22 version is slightly more refined for hat distance from the fingers.

The training sticks are identical. The point being is that its a very comfortable design. The cougar is the same. Your hand rests on it and its all about input.Looks right to me, however I have not been in one since 2005.

And I still have my Atari 2600! And it is hooked up to the TV and still plays great!
Mostly I play Blackjack on it and drink Scotch and pretend I am James Bond @ Monte Carlo!
I think the game cheats, too! I seem to never get past $500.00. It might be the Scotch tho!:P
