SP territory help

How does one shift territory % of control? Simply destroy enemy ships? I've spent most of my game in the Sierra warzone kicking Vonari butt, then I find Sierra proper is 100% ALC. With no friendly craft in the area, I'm not sure what I can do about this? What if I want to systematically conquer all space for the FDN, possible? Despite many many missions in warzone, still 50% Vonari. What am I missing? Thanks.

Vonari's 50% territory influence at warzones is always fixed at 50%.
You shift ALC's influence by 1% for one kill of FDN ship. After some time ALC faction influence on FDN territories decreases to 0-10% again.
