I purchased a Nighthawk last nite and the speed was posted to be (900) but could only get (810). I set it up with 1 resistor pack, composite armor, and module set to thrusters. Any ideas on why it won't run at (900) as advertised?I also had the IDS set to 9X. (810) was lowest speed and max was (8100).

The Nighthawk does top out at 900 (IDS 1X). You didn't state which control device you were using, so I'll provide some generic possibilities. First, the axis input on the control device you are using may not be reaching the full 100% top range, capping the limit to 810. You may have a self-limiting setting applied in the control panel for such a device that is limiting the maximum limit. If you are using the keyboard, you may have pressed 9 for top speed rather than 0 for 100%, limiting the velocity to 810. If none of those apply, then more information about what control device you are using and ship/control configuration settings may help determine the cause.

I have a Lenovo Y50-70 Touch. I use a Logitech Extreme 3D Pro joystick. I just ran tests on all the Military Spacecraft and they all have a 10% decrease in speed, I use the keyboard for the speed and the IDS is set to X9.

What key control input are you using to set maximum velocity? Just +/- or percentages?

Percentages, keys 1 thru 0

Then check to see if 0 is still mapped at 100% or if it's been remapped to 90%. Also see if it might be bound to something else. You can also try remapping the 100% key to 0 to see if the scancode value for that key changes at all for some reason.

0 was mapped at 100%, was not mapped to another key and i went ahead and remapped all the throttle keys, 1 thru 0, tested the nighthawk and still 10% throttle is at 810. Do you think if I reset keyboard controls back to default it might correct it?

You can try defaults, but I suspect the behavior might remain the same. What happens when you press the '-' key next to the 0 key? What happens when you press the '1' key? And do the 2-9 keys also render 10% less than the percentage they should?
You could check your mouse wheel also, just to see if maybe it is bouncing down a notch for some reason when you press the 0 key. Other than those factors, I'm not sure what else might cause it.

The key next to 0 decreases the speed, when i press the 1 key it throttles up to 810, and yes the 2-9 keys are 10% less, example using the nighthawk the 5 key, half throttle is 4050 where should be 4500.

May have made a mistake...the 0 key increases the speed to 8100, i believe that is the correct speed? If that is the case then the only key not giving the correct speed is the 1 key, where should be 900. If that is correct then there is no problem since i don't use that key anyway.

Sounds like the number keys are effectively -1 in their scancode from the expected register value. And for some reason, the 1 key is returning the same scancode as the 0 key. Not sure why the keyboard would be behaving that way.
If you download the joystick config test program here:
http://www.starwraith.com/evochronlegac ... Config.zip
Then extract the program from the ZIP in the game's save data folder (default c:\\sw3dg\\EvochronLegacy), then launch the program, it will display the scancode value for any key you press in the lower right corner. See if the actual register value matches between the 1 and 0 keys and what the values are for the 2-9 keys. Something definitely appears to be off in those values.
Edit: Just read your reply. Yes, that would be correct if 1 returns 900 and 0 returns 8100 if the IDS is set to 9X (since 900 X 9 = 8100). With IDS set to 1X though, 0 should set it to 900. So with that confirmed, it would appear everything is working correctly on your laptop.
