It depends, if it's only categories (hud, cockpit, ...) with links, a sticky forum post is enough.
For more details, more pagination, a word file is better indeed. But having to download it is not really practical.
Why not uploading it to google Docs so it's viewable online, without any software ? (and easier to edit with multiple people).

Yes you are right, screenshots sells mods :p People won't install random. The first time I saw the Perch cockpit + a custom HUD (youtube video), oh my... I was sold ! But I wouldn't had the idea to test each mod to find a good one, indeed...

Here are some ideas :
1)Maybe just having an online MOD list, with links to originals forum posts and, if we can get some without too much hassle, some screenshots, would be enough for newcomers.
And most important,
this list should be sticky on the MOD sub-forum, so newbie like me would find them easily, and the time spent building this list would not be wasted and burried down the forum.
2) I could make a "STEAM GUIDE" on STEAM, in english. For those who don't know, it's something the steam community can see when browsing the specific game on steam, and can easily read.
It even have a "mod" category. I did it with the french translation (made by FTH team), so more people could see it.
