MP Guild Control Question

When on a MP server, if you go to the quadrant map, there's a listing of certain guilds in a red hue around what I'm assuming are either independent (unnamed) systems, or named systems though the marking is slightly off.

What does this number mean? It's listed as a percentage (80%, 99%). Is it a matter of building stations and doing contracts in that system?

Also, how does one start/join a guild? Just put a [XX] in front of their names?

As far as player guilds, or clans as they are more frequently referred to in this forum, technically you could just start one simply by putting a tag [..] in front of your callsign. However, to make your clan more "official" you should start a thread in the forum introducing your new clan. To join an existing clan you just need the permission from a clan leader... you can do that by posting a request to join on the clan thread, or by directly talking to an authorised clan member in the MP chat.
