Is it normal to load into a free fall descent above where you last saved if it was in a city on a planet?

Yes. The game will automatically place you at a higher altitude over a planet since you may spawn at a point in time where you might appear inside terrain, causing you to explode, because the planet rotates while you are away (for example, if you join a different multiplayer session with the planet at a different orientation). It is primarily a safety mechanism for this potential situation.
