Other than indicating the planetary economic input for the broader system's economy, I don't think that a particular designator has any impact at all. The planetary economic 'mix', and location, I think, is what sets the 'economic climate' for a given system. Hence the low, medium, and high economies within the Quadrant.

You can increase the technology level of items sold in a system by building different types of stations ... but I don't think the letter designator (or basic system) will change.

Planetary economy input designators are fairly well hard-wired, as is much else deemed 'planetary'. For good reasons... 
Location, as in 'political affiliation' or 'sphere of influence', (ie.: Alliance, Federation, Richton, and etc.) also may play a role in a system's economy. Then there's the general system's 'climate', whether Good, Fair, Moderate, or Hostile. Which sets the 'tone' for the 'type' of available contracts. Types of item/commodity availability - possibly. Then there's the economies present in the CZ/WZ's. Then, the coin-toss of Inter-system versus Intra-system trade.....
Some of the things to think about as a merc-pilot.... or miner/trader.

Hey guys. What do the numbers following the letter designation mean? For instance in SeeJay's map for system J218, I see these planets:
