Sapphire @ Evochron Station. Also available @ the trade stations in the central to right lower quad of the Sapphire map sheet; Solar Alpha - OutPost 5. Errato, Rivoch, New Hope, and the other more distant ones offer mostly the C-3/C-4 particle cannons.
