also submissions would be as simple as uploading a maplog, and only the maplog entries would be charted.

It's a great idea.
Do you have the programming skills yourself?
If so, you could connect it to my DB and have the users in you program select between
- Known systems only.
- Unknown systems only.
- All systems.
- Or even select between all different items (Gates, stations, planets etc)
They are all logged in my DB with different tags.

My DB import to your program could be a "toggle" on/off for any type of object you chose.
Toggle Charted systems ON/OFF.

Advanced Maplog Manager
A beta of the Advanced Maplog Manager is ready for public use.
It requires .net framework 4 - if you don't know if you have it or not, try to run the app, chances are good that you have it already.
PLEASE PLEASE PLEASE backup your maplog files before you do any exporting. These files are in your game directory and called Maplog#.sw where number is the index of your player profile (Maplog0.sw for the first pilot on your list, Maplog1.sw for the second, and so on)
When the program loads, you will have 0 maplog entries loaded, you should import your maplogs with the "import from maplog" button.
At the bottom of the main screen, you will see #/# Maplog Entries Loaded.The second number is the total number of entries in memory. The first number is the number of "active" entries, and are the ones that get exported when you export your maplog, view the grid, or generate a share code for your entries. You can add/remove entries to the "active" list using the "configure entries" button. You can also rename your entries in the configure dialog by right-mouse clicking them. The "C" button checks them all, the "U" button unchecks them all.
You can get new entries by checking the "Enter Share Code" box and entering a share code. Share codes are like this:
UVYHQZGVNQDCZMLH
(this code is for a few planets near Thuban - they are safe to jump to directly)
To prevent mis-reading codes, they are always in UPPERCASE, never lowercase or numbers.
Try it out, and let me know criticisms (good and bad) and especially errors.

The latest version of .NET Framework should show up in your update list when you go to update Windows. Well I just tried it out with my own maplog. It's pretty nifty, so here's some of my first impressions so far:
-maplog entries that go too far to the right or left of the grid make it difficult to zoom in on those particular entries
-Exporting and Importing codes seems to work just fine.
-The zoom-out buttons that appear on the sliders when zoomed in on certain entries are small enough where it's easy to miss them at first.
-It would be nice if in-sector coordinates could be given as well as the sector coordinates, especially for maplog entries that happen to be within the same sector coordinates but are for different things. Not a huge deal, but worth noting I think.
It's a neat program and I kind of like the idea of sharing codes between users to share coordinates, so I hope this picks up a little. I'll U2U an export code to you for testing purposes.

I have added tooltips to the grid view in order to display in-sector coordinates- however this might not solve our issue. The biggest obstacle here is that the resolution of the grid view is such that it only plots the entries by sector. Because of this, the two entries that are in the same sector would be plotted one on top of the next (rendering a tooltip useless). Thinking that maybe clicking an entry can result in an in-sector view not entirely unlike seejay's site.
I will be playing with it more today.

You could add a second display panel, that would show in-sector locations in a list style when you click on the main sector entry.
Or for a tooltip, you could probably build the tooltip string by iterating through the in-sector values, assuming you can work out any formatting issues?
