According to the game instructions, I should be able to hover close to a planetary surface if I cut the throttle to zero. However, every time I try it, I simply start falling to the ground. I get all sorts of warning messages and so I pull up.
At what height do the ground effects cut in? Am I trying to hover too high?

Hovering?
It will hover just above the terrain, it's generally safe to let your ship coast/fall down to that point. Once hovering, your ship will activate a low fuel use anti-gravity mode to maintain its position. It will also auto-align itself with the terrain, which is a sign your ship is using the hovering mode.

One would presume that your landing/hovering attempts are in IDS, rather than Inertial mode. Not that it can't be done, mind you. It just takes a finer concentration, and hangs on who's chasing you down the gravity well. 
Early on in my career, (like, in Renegades and Legends) I found that the mine/tractor beam facilitated my surface landing/hovering efforts. Once I got the ship stabilized, I would then toggle off the m/t beam, or keep it active depending on mining activities. Now, negotiating first-in planetfalls on the unknowns, where ever I find them, are the challenge! Inclement weather and other minutae - kinda like a box of chocolates. Never know whatcher gonna git!
