Mods Section?

Okay, I saw mention of a "Mods Section" in another Post.

I've been looking all over and either am blind or it's hard to find. Even google has failed me. Can a veteran point me to the right location? I am interested in a couple things I read about (changing text color and enhancing the Nav map).
