This problem appears related to Windows Update KB981852 (August 2010) on non-english versions of the operating system. It apparently alters Windows in ways that introduces this error when trying to launch applications (and apparently only on certain non-english versions of Windows). It has also apparently caused some systems to fail to reboot and others to loop trying to install the update.
First step I'd suggest is running Windows Update to see if Microsoft has fixed this in a recent update. Next, install the game to the default location of c:\\sw3dg\\Evochron and try launching it again. If those fail, the only other option may require the uninstallation of that specific update (if that's something you're willing to do).

I think Vice is suggesting you uninstall Windows Update KB981852, if possible.

If you ran Windows Update in the steps suggested above, you should have that update installed. It replaced KB979683 which is related.

When you enter the uninstall option, you should see a menu that looks like this:
Click on the option (highlighted in green) that says 'View installed updates'. You should then see a list of all of the updates you've installed on your system and KB981852 should be one of them (also highlighted in green). From there, you can uninstall the update to test.

Ouch, that must mean there is no way to reverse that on your system. I am still hunting for an explanation. This generally seems to only occur on non-english versions of Windows and does seem related to KB981852 (likely part of SP1).
