Buying the Game
Welcome Kane. The developer is constantly updating things. A new game seems to come out when there are significant overhauls to things like graphics. If you look at the version history in the announcements forum, you will see what I mean. New things and refinements being added all the time. Hope to see you out there.

Buying the Game
Typically, it's worked like this:
Version updates to the same game = Free
New games = Discounted upgrade price (similar to what you'd find with an 'expansion' for another game) if you purchased one of the earlier games in the series. Usually a limited time offer at launch and announced in the newsletter (which you should make sure you are subscribed to if you want such discounts).
If you haven't purchased a previous Evochron game, then the regular price would apply.
