Using a hired fleet to mine
I can't seem to get this to work, how do I use this fleet command?

In the Multi-Player environment/format, "fleet commands" only work on the Navy AI pilots assigned to missions taken in the CZ/WZ's. And you may NOT hire fleet members, in or out of the war zones, on any of the game/server platforms I've flown. In Single Player environments, one must first hire a fleet. When you meet up with a "suitable" member of your fleet, open up the F4 console. There, you should find a toggle for hiring, and a suggested offering amount of C-Bills. Once hired, you may use the same drop-down toggle commands for your fleet, as you deem appropriate. Hope this helps!

I think I am doing the right thing, but the ships do not seem to be mining, am I still overlooking something, could it be that this command is broken?

I think this only works in Single Play. I only tried it once and I do not remmember exactly how I did it, but I think your fleet has to be close enough with you in the astroid field and/or you need to deploy a mining probe!.....

And, it would help immensely if the ships you hire, have mine/tractor beams installed as an equipment item. How you'll figure this out, I dunno. Maybe hiring and firing as needed, 'til you find those needed ? I do recall reading somewhere that the AI/NPC's you do find to mine for you, have to have some place to drop/sell their loads. I think that Maars has the leading hint here with the mining probe launch. Don't recall if it's a trade station drop or whut. Not sure how else you'll get the credit and the "credits" for the mining operation you plan. Think it has to do with the "link" established by the hiring action, and therefore, your ability to command "your" fleet of AI/NPC's. And, yes, it only works in single-play environments. Hiring and working a fleet, that is.
