I think the suggestion is for stars to be visible from a bit further away, not that they are always visible. 20 to maybe a 100 sectors or something, not thousands.
I have collected my thoughts and posted a cleaned up version of my method in the thread Pinpointing an uncharted system. It is not that short but I hope it is easy to understand. It lays out step by step how to use the system borders to reliably find hidden systems. It even has pictures.
There is no need to completely map the border of a system. You may almost completely circumnavigate the border of a system if you are unlucky but you don't need to keep detailed notes or perform a systematic survey of empty space.
I keep notes because I am making a territory map and I find it fills the time between jumps. Most people would be fine using the maplog to mark anti-nodes and maybe using some disposable border tracking maplog entries to stop getting lost.

Sorry Marvin, noted for future reference. I changed the images to links, I hope that is ok. If required I can resize, re-export and re-upload the images.
I should find a better image host, the one I am on cannot be reliably connected to and I have no way to delete images or even look up previously uploaded images without the right link.
