It's been a few months now but the systems were gated and hence under faction control but I can't remember whether I visited the city from a station in orbit or not. No need Dave. It appears to me that IMG cities inly exist where the governmental eye of ALC or FDN aren't in orbit of the planet.
To your comments about why a 'neutral' faction wouldn't exist, I agree.
At best, I can envision IMG as more of an organized crime syndicate that operates from anarchic locales than anything. That would be far from the "Don't shoot me!" kind of faction that it seems is desired.
Take for example the American arm of the Italian mafia during WWII. Many closed-doors deals were made to clear labor and production blockages with concerns the mafia (unofficially, of course) controlled and they also aided in helping the good ol' U.S. get a strong(er) foothold during the invasion of Sicily.
At best, that's the kind of faction role that IMG would have as far as I can see. Either that, or too many in-game features would have to be stripped from IMG to render them persona non grata, so to speak, concerning their ability to indirectly influence the ALC-FDN conflict.
