assembly points to build a shp

I have playing for cople of months now. What is the purpose for having assembly points. where do they come from? How are they obtained? How are they figured in the adding of accessofies? I have looked through the forums and can find anything.

Wings, engines and other things take up a certain number of assembly points ... depending on their classification. As you upgrade your ship, better components will eat up your residual assembly points, limiting your upgrade capability.

points are assigned by frame. they dont change for any reason.
