Re: ARVOCH ALLIANCE SE
1 - Your system is likely running in Vulkan mode. The only time OpenGL will be used is if the display device/driver can't support Vulkan (GeForce 500 series or older or older AMD GPU).
2 - Are you selecting AA settings through one of the in-game options (since external control panel options may still not yet work with Vulkan for such settings)? What display resolution are you running in and what happens when you try to enable one of the AA modes in the game? All in-game AA settings should work across the board in both OpenGL and Vulkan, as long as the video card had sufficient available video memory.

Re: ARVOCH ALLIANCE SE
Generally, the only time AA won't enable is if you select a fixed/preset display resolution, rather than 'Optimized'. Applying a fixed display forces the render target to a potential non-1:1 size (relative to the monitor's pixel output), which can impact AA. Non-optimized resolutions can be useful for setting up a particular window size, but 'Optimized' is generally best and will use the Windows/driver reported optimal resolution (which may be 1440 on your display anyway). So if the resolution setting is using a preset value, try switching it to 'Optimized' and see if AA then works.
