[EL] Outer target pointer for 1.0528

Instead of using somebody else's textures in making an outer-ring pointer as I did before, which meant more user work to install, I've made my own.
Let me know if you find the arrows too pixelated. I can double the texture resolution and re-work it if necessary. Also let me know if you prefer the red to be less saturated, more in line with the almost-pink target text. The other three colors should look all right. But let me know if you think an adjustment is necessary.

Unzip into your EL's "hud" folder. Create the folder if it does not exist yet.
