Is Arvoch as advanced as EL?

Never tried Arvoch, but is it updated to the latest EL standards? Graphics, etc.

Overall, yes, although each has its own unique approach to gameplay. Bringing it up to the level of EL in terms of related elements was one of my design goals for the 'remastering' of the game with the 2.0 update. So in a variety of aspects including graphics, in-game technology and content (ships, weapons, equipment, etc), and control options, the two games have been brought much more in line with each other. Likewise, missions have been updated as well as the multiplayer mode with expanded options.
