A distress call popped up - it said that thingy on Olympus Prime broke and they needed 25 units of Oxygen, so I dropped what I was doing and jumped over to the planet.
I figured I'd mine the oxygen on the way in to the port. I entered the atmosphere, found the main city, and circled around until I got 25 units. Then, I landed on the city and docked.
About a minute later, the log said the time limit was exceeded and I failed.
What was I supposed to do to answer the distress call?

I am taking a wild guess here but maybe you need to sell the oxygen to the planet?

Is it possible that you landed on the wrong planet? The situation should be resolved and you should receive payment instantaneously when you dock with any city on the planet in distress, assuming that you have the correct quantity of the item in need...no selling required. The transaction is automatic.
The only time I've ever had trouble was when I mistakenly bought 25 units of metal for an oxygen emergency.

Nah, the planet's own oxygen counts. I've done it before.
Besides, the atmospheric processing units would conceivably be pulling oxygen out of the atmosphere anyways. Just because an atmosphere doesn't sustain life doesn't mean that it has no oxygen. They may need a processing unit because the atmosphere has other toxic elements in it, or that the ambient oxygen level is too low to support life.
