It doesn't appear my actions change the economy in MP. In certain gated systems, the level goes up and down all the day. There are areas of uncharted space that appear to be fixed. Is it possible to effect economy level in MP?

Should be, unless the server you are playing on is keeping it locked with resetting/restoring its data file or has simulated changes turned on and your actions are relatively insignificant to the other simulated changes going on. Since you describe it as going up and down, I would estimate the latter is the case and it's changing on its own rather significantly.
In multiplayer, the simulated economy changes go on all day every day as long as the server is running... including when you're not online playing the game. So if you're gone for 23 hours out of a 24 hour day, a lot will go one when you're not on the server that can significantly change the economy level in any given region. When you play in single player, the simulated changes are taking place while you are in the game only and are dependent on your play time.
If desired, you can make a request to the server operator if you want that system turned off or run a server yourself only when you are available to play to limit the time and scope simulated economy activities can occur. Or if you want only your actions alone to effect the economy, run a server with the option disabled.
A number of players had wanted a persistently running and changing economy environment for the game, so the option is available to server operators who have the mode enabled.

You might want to try and get the server operators to list whether or not they run a "persistently running and changing economy environment" ... then, if they all do, convince one of them to disable the function. Giving all of us a choice as to which type of universe we want.
