They aren't physical heatsinks. They are quantum nanosingularities entangled in just the right way to provide a bit of power while consuming heat. I know this because they were stolen from Geordi LaForge at the Daystom Institute in a freak crossover accident.
Incidentally, WHY is the Daystrom Institute named after a homicidal madman? I don't get it.
